5.3 - Lieutenant Duties and Responsibilities

• The primary responsibility of a Lieutenant is to be present in patrols, supervising the watch for LSPD and assisting Sergeants as requested. Lieutenants shall also, with the assistance of Lieutenants First Class, be responsible to identify deficiencies of the LSPD to the respective parties responsible for development.

• Lieutenants should be responsible to ensure Sergeants and Sergeants 2 are being coached when providing guidance in the field and ensure methods are within policies and rules set forth by LSPD administration at all times, and are expected to be capable of critical thought in unusual circumstances.

• Lieutenants shall assist Lieutenants First Class in conducting investigations initiated by supervisors and assist Lieutenants First Class and Captains with creating reports to be presented to Majors for review. Lieutenants should be especially observant during these times for learning, and master methods for conducting investigations prior to promotion to Lieutenant First Class

• Lieutenants shall be responsible to participate in promotion panels for members of the department, Lieutenants participating in these panels should take special care to ensure all policies and procedures regarding promotions are being followed by the panel.

• Lieutenants shall report directly to Captains for all matters pertaining to LSPD COC.

• Lieutenant's shall, with the approval of a CAPT, be permitted to suspend members from duty for up to 4 days to initiate an investigation into misconduct. Lieutenants must fill out a narrative or statement of the issue in writing and provide that to a Captain immediately when this action has been taken.

• Lieutenants will be expected to be subject matter experts in all matters pertaining to the LSPD SOP, and may be called upon to perform the duties and responsibilities of a Lieutenant First Class in an extended absence or vacancy of a Lieutenant First Class.

• Lieutenants may strike any officer below their rank provided that there is proper notification made to a Captain+.

• Lieutenants Will Read over Supervisors Patrol Logs and Read it up to Captains. This will be used in Promotions From SGT II -> Lieutenant.
